What import VAT deferment really defers

The word "deferment" is so overused it easily causes misunderstanding. Let's clear up the most confusing point first: deferment is not tax exemption — it defers cash flow, not the tax burden itself.

In the normal flow, import VAT is paid when goods are imported, then deducted later when sales occur and output tax is filed. This money is tied up between payment and deduction — with large volumes and slow turnover, the amount occupied is considerable.

The meaning of deferment lies in this time window — through compliant deferment arrangements, import VAT need not be paid at the import stage but is folded into subsequent VAT filings. For the same shipment, what the seller saves is the cash occupation during this period.

What to watch when using deferment

  • You must have a VAT number in your own name — deferment is a filing arrangement based on the seller's own VAT number; an attached number cannot truly benefit;
  • Filing must be genuine and continuous — import data must match sales data; long-term output with no input is itself a source of risk;
  • Keep clearance documents on file — deferment-related clearance documents are the basis for later filing; losing them causes trouble.
One-line summary
Deferment suits sellers with stable volume, complete VAT numbers and willingness to file truthfully. If your volume is scattered or you have not yet built your own VAT system, first move goods through tax-inclusive clearance and switch later as volume grows — that is also a reasonable path.
